Project background
With the introduction of SGB XIV "Social Compensation" on 1 January 2024, the reform of the current Victim Compensation Act (OEG) will come into force. One of the new features will be the introduction of rapid assistance, which will affect trauma outpatient centres. The legal basis for the agreements under state law between the competent authorities and trauma outpatient clinics already came into force on 1 January 2021. The law provides for nationwide, low-threshold initial care for victims of violent offences in trauma outpatient clinics.
Project description
The research project aims to analyse the structural and content-related further development of trauma outpatient clinics until SGB XIV comes into force. The main questions relate to favourable factors with regard to the establishment of trauma outpatient clinics, aspects of structural and process quality in outpatient clinics and their perspectives on the care of (future) beneficiaries who have special requirements (e.g. victims of human trafficking, severe stalking and child pornography). The results of the study are intended to contribute to the promotion of nationwide care by trauma outpatient clinics in accordance with the standards provided for in SGB XIV from 2024. The project is made up of three sub-projects. The Ulm site is in charge of the sub-project on "Identification of favourable and inhibiting factors for the nationwide establishment of trauma outpatient clinics". For this purpose, interviews are conducted either by telephone or video conference with employees of care authorities, OEG trauma outpatient clinics and potential providers throughout Germany.

Development of an interview guideline & conducting interviews with selected trauma outpatient clinics and care offices, preparation of best practice recommendations from the results

Development and provision of a nationwide website for the networking and professional exchange of all trauma outpatient clinics and care offices, including the creation of a nationwide care atlas for victims of violence
TP3 - UKE, Clinic for Psychiatry and Psychotherapy in charge
Development & implementation of a modular online survey, creation of recommendations for action to ensure sufficient quality in trauma outpatient clinics
